Chinese view on the Silk Road Cities Forum

Ladies and Gentlemen:

我非常荣幸能向“铁路新丝绸之路”城市论坛的参会方发表演讲。也感谢现代科技,让我可以从遥距都灵千里之外的地方向各位致辞。但我希望在未来,跨越这样的距离会像坐几站地铁一样容易。

It is an honor for me to address the participants of the Forum of the cities of the New Railway Silk Road. Modern high-tech technologies allow me to address you from thousands of kilometers from Turin. But I hope that in the future it will be as easy as taking a few stations of the metro. 

 今天,趁这个机会,向各位嘉宾简单地介绍三个方面的情况。

Today, I will take this opportunity to briefly introduce the following three parts to the guests of the Forum.

1、中国高铁发展历程

Fisrt, the development process of the HSR in China

中国自上世纪80年代开始进行高速铁路技术研究,2003年开始进行高速铁路建设,历经了既有铁路提速改造、建设高速铁路试验线、国家高速铁路网发展规划、高速铁路建设和运营几个阶段。

Since the 1980s when China began to study high-speed rail technology till 2003 when construction of high-speed rail was commenced, several stages were experienced: reconstruction and acceleration of existing railway, construction of high-speed rail test line, national high-speed rail network development plan, and high-speed rail construction and operation.

2004年1月,中国批准《中长期铁路网规划》,2008年11月正式发布了《中长期铁路网规划(2008年调整)》, 明确了中国铁路网中长期建设目标和任务。

In January 2004, China approved its Long-Term Railway Network Plan. In November 2008, Long-Term Railway Network Plan (2008 adjustment) was officially released, specifying medium-term and long-term construction goals and tasks of China’s railway network.

根据中国中长期铁路网规划,到2020年,中国铁路运营总里程将达到12万公里以上,由客运专线、城际轨道交通和客货混跑快速线路组成的铁路快速客运网达5万公里以上,客运专线1.6万公里以上,连接所有省会城市和50万人口以上城市。

According to China’s long-term railway network plan, by 2020, the total operation mileage of China's railway will reach 120,000 km or more. Among them, mileage of passenger express transport railway network consisting of passenger dedicated line, intercity urban transit line and passenger & freight mixed rapid line will be over 50,000 km. The mileage of the passenger dedicated line connecting provincial capitals and cities with a population of over 500,000 will surpass 16,000 km.

下面,再向各位嘉宾介绍第二个问题, 铁路与丝绸之路亚欧互联互通战略的关系:

Next, I want to make brief introduction about the “Combination of Railways with “Silk Road” and “Interconnection between Asia and Europe”:

随着中国提出的“一带一路”战略的不断深入,中国与丝绸之路沿线各国在“一路一带”大背景下开启了在基建、能源以及投资等领域的各个方面的合作。构筑“丝绸之路经济带”,通过俄罗斯、中亚连接欧洲地区,有利于中国和丝绸之路沿线地区打造“东西互进”的新格局,将区域内资源都整合在一起,推动中国、中亚、欧洲之间的互联互通。

With the deepening of One Belt and One Road Strategy, China and countries along the Silk Road open a new window in the fields like infrastructure construction, energy and investment. The development of the “Economic Zone of Silk Road ” and the connection with Europe through Russia and Central Asia could be in favor of China and regions along the Silk Road building a new structure of “mutual development of the West and the East”, and integrating the domestic and international resources together, so as to promote the mutual connection among China, the Central Asia and Europe.

亚欧大陆桥自古就是东西方交流的大动脉,促进了各个文明之间的大交流、大融合。随着经济全球化、社会信息化深入发展,亚欧加强互联互通建设已时不我待。铁路作为陆地上最快、最安全的交通方式,毫无疑问将成为实现“丝绸之路”及“亚欧互联互通”战略的主要力量;也正是如此,我们支持创建欧亚高速铁路通道的理念,同时也支持建立铁路丝绸之路城市论坛,以此来推动该区域的发展。

Eurasian Continental Bridge has been the artery of the communication between the East and the West since the ancient time, and it stimulates the communication and integration of various civilizations. Along with the development of economic globalization and social informationization, it is urgent time for Asia and Europe to strengthen our mutual connection and communication. As the fastest and safest transportation method, railways would undoubtedly become the major driving force to realize the strategy of “Silk Road” and “Interconnection between Asia and Europe”. That is why we support the idea of creating the Eurasian high-speed metro and establishing the Railway Silk Road Cities Forum that is aimed at supporting mobility development in the region.

下面,向各位嘉宾介绍第三个问题,铁路丝绸之路战略与中俄高铁的结合

At last, I want to make brief introduction about the Combination of “Railway Silk Road” Strategy and “Russia-China HSR”

目前,亚欧大陆两端都分别在新建或完善自己的高速铁路交通网,建设连接亚欧大陆的高速铁路将势在必行。

At present, both Asia and Europe are building or improving their HSR network, which makes it imperative to construct the HSRs to connect the Euroasian Continent.

今年5月,中国与俄罗斯签署了《关于北京至莫斯科亚欧高速运输走廊的谅解备忘录》,两国就已落地的莫斯科至喀山高速铁路项目展开了合作。中俄双方就本项目的投融资合作模式达成初步共识。6月18日,中铁二院工程集团有限责任公司与俄方合伙人正式签署了《莫斯科-喀山段高速铁路项目勘察设计合同》。这意味着中国-俄罗斯高铁将全面进入实施阶段,也标志着“铁路丝绸之路”的战略构想正在一步步实现。我们与俄方合伙人已做好准备,就新建运输走廊与欧洲同伴们进一步展开合作。同时,我们也认为“铁路丝绸之路城市论坛”将成为实现“欧亚运输走廊”战略构想的重要平台和途径。

In May of this year, China and Russia signed the MOU on Beijing-Moscow Eurasian High-Speed Transport Corridor. Two countries also cooperate on the concrete Moscow-Kazan HSR project and both the Chinese Side and Russian Side had reached a preliminary consensus on investment & financing cooperation within the project. On June 18, China Railway Eryuan Engineering Group Co., Ltd and their Russian partners signed Survey And Design Contract for Moscow–Kazan HSR, which marks the beginning of the implementation stage of the Russia-Chinese HSR, and the gradual realization of the strategic concept of the “Railway Silk Road”. Together with our Russian partners we are ready to cooperate with the European partners on the development of the new transport corridors. We also think that the Railway Silk Road Cities Forum should become an important tool in the implementation the idea of Eurasian corridors idea.

早在13世纪马可波罗就沿着丝绸之路去到了遥远的东方。在那个时期,丝绸之路象征着“交流和富裕”,而如今“铁路新丝绸之路”的建设也必将为区域内城市群的发展注入更多的活力、带来更多机遇。

Finally, as early as the 13th century, Marco Polo went to the East far away from the West along the ancient Silk Road. At that time, the Silk Road meant “communication and fortune”, and now the construction of the “New Railway Silk Road” would inject more vitality and bring more opportunities for the cities within the region.
